It was an order the young lieutenant protested vehemently, but the commanders at the Tactical Command Center disregarded his objections. Uthlaut split his platoon into two serials, with Serial One traveling northwest to Manah and Serial Two towing a broken Humvee north toward the Khost highway. By nightfall, Uthlaut and his radio operator were seriously wounded, and an Afghan militia soldier and a U.S. soldier were dead. This monograph examines the Baloch separatist insurgency that has resurfaced in recent years. In particular, the author looks at how Pakistan's mounting energy insecurity has magnified the economic and strategic importance of Balochistan, while at the same time complicating Pakistan's efforts to cope with the province's resurgent tribal separatism. <strong><a href="http://www.strategicstudiesinstitute.army.mil/pubs/display.cfm?PubID=859">Prospects from Korean Reunification</a></strong>, by Colonel David Coghlan. This Carlisle Paper examines the nature of the Korean regime, the cost of reunification, and likely reunification scenarios. The author next considers the challenges and opportunities for the stakeholders in the region and suggests that China, at U.S. expense, has positioned itself to profoundly influence the nature of reunification; the �tilt� of a unified Korea; and the future Northeast Asian strategic environment. <strong><a href="http://www.strategicstudiesinstitute.army.mil/pubs/display.cfm?PubID=843">Precision in the Global War on Terror: Inciting Muslims through the War of Ideas</a></strong>, by Dr. Sherifa Zuhur. This monograph identifies a trend of pathologizing beliefs and practices that are at the core of Islam. The author contends that this pathologizing impulse may be beneficial in rallying Americans to the defense of their nation, but it might impede the international cooperation necessary to that endeavor. Dr. Johnson was one of four presenters, the others being Dr. Britt McCarley, Chief Historian, TRADOC; Dr. Christopher DeRosa, Assistant Professor, Monmouth University; and Dr. Peter Kindsvatter, Command Historian, U.S. Army Ordnance Center, APG. Dr. Johnson's presentation was entitled "Leadership Prerequisites: Colonel Conrad S. Babcock and Command Development During World War I." Dr. Sherifa Zuhur participated in the Middle East Workshop on Egypt, Saudi Arabia and Pakistan held at the Applied Physics Laboratory of Johns Hopkins University in Laurel, Maryland, March 12-13. Dr. Zuhur presented two lectures on "Islam and Approaches to Extremism" to the Medical Strategic Leadership Program at the U.S. Army Medical Department and School, Fort Sam Houston, San Antonio, Texas, April 18. Dr. Robin Dorff attended and served as a facilitator at the Consortium for Complex Operations (CCO) Kickoff Conference in Washington, DC and Arlington, VA from April 28-29, 2008. How to maintain peace in the aftermath of war is arguably one of the most important questions of the post--Cold War era. And yet it is one of the least explored issues in the study of war and peace. Here, Page Fortna offers the first comprehensive analysis of why cease-fires between states succeed or fail. She develops cooperation theory to argue that mechanisms within these agreements can help maintain peace by altering the incentives for war and peace, reducing uncertainty, and helping to prevent or manage accidents that could lead to war. To test this theory, the book first explores factors, such as decisive victory and prior history of conflict, that affect the baseline prospects for peace. It then considers whether stronger cease-fires are likely to be implemented in the hardest or the easiest cases. Next, through both quantitative and qualitative testing of the effects of cease-fire agreements, firm evidence emerges that agreements do matter. Durable peace is harder to achieve after some wars than others, but when most difficult, states usually invest more in peace building. These efforts work. Strong agreements markedly lessen the risk of further war. Mechanisms such as demilitarized zones, dispute resolution commissions, peacekeeping, and external guarantees can help maintain peace between even the deadliest of foes."
